Local Law 152 (LL152) has required gas piping inspections since 2019, covering virtually every gas-connected building in New York City on a four-year rotation by community district. Miss the filing deadline and you’re looking at a $10,000 civil penalty.
Backflow Prevention of New York handles LL152 inspections, gas piping repairs, and DOB filing. Our licensed gas plumbers hold the US Department of Transportation (DOT) credentials required to inspect, identify deficiencies, make corrections, and file the certification.
Every LL152 gas piping inspection in NYC must be conducted by a Licensed Master Plumber with the appropriate DOT credentials. The inspection covers all exposed gas piping in the cellar of the building. Our gas detector is calibrated outside before each inspection begins.
Inspectors check for active gas leaks, corrosion and rust on exposed pipes, illegal fittings or connections, improper installations, and unsupported piping. The inspection does not cover piping inside walls or ceilings. LL152 is limited to exposed gas pipes, which keeps the process a practical one for building managers.
Rust and unsupported pipes are the most common findings. Surface rust can typically be scraped and painted. Severely corroded pipes require replacement per Department of Buildings guidelines. Unsupported piping gets additional supports installed to code.
A deficiency is a condition that requires correction but does not automatically trigger a fine. Building owners have time to address deficiencies and file the appropriate documentation. Complex corrections can extend to a 180-day window. A violation is different — illegal gas connection can generate fines at the DOB’s discretion. The most significant penalty most building managers face is the $10,000 fine for failing to file the inspection report before the deadline.
Local Law 152 NYC applies to virtually all buildings with gas piping, organized by community district on a four-year cycle. The only exemption is one and two-family homes classified under occupancy group R-3. Three or more units with a gas connection require compliance.
A gas line inspection in NYC that uncovers deficiencies requires corrections be completed and documented before the DOB certification is filed. We manage all repair work, which keeps compliance timelines on track.
We repair and correct all common LL152 deficiencies: scraping and painting corroded pipes, replacing deteriorated sections, adding pipe supports to code, and addressing illegal fittings or connections.
Our team holds the Department of Buildings certifications required to work on gas piping systems served by Con Edison and National Grid. When deficiencies involve utility coordination, we manage that process directly.
Once the inspection is complete and all deficiencies are corrected, we file the Gas Piping System Periodic Inspection Certification with the NYC DOB electronically. The DOB requires inspections be scheduled 48 hours in advance. We manage that scheduling on your behalf.
Gas piping failures don't follow business hours. Our team is available for urgent repairs that can't wait for a scheduled appointment. Call (718) 460-4600 and your call will be routed to an on-call technician.
Stove replacement isn’t a simple swap anymore. A few years ago, a stove could be delivered and installed the same day, the old unit hauled away, done. Now it requires a Limited Alteration Application filed with the DOB and a physical inspection before the new connection is approved. That means filing fees and inspection fees are part of the cost, not optional add-ons. We file the LAA and meet the inspector on site, so you’re not the one tracking DOB paperwork for a stove hookup.
We shut off the gas first, then inspect floor to floor to locate the source rather than guessing at which line is affected. Gas piping rules change often enough that a repair quote written six months ago can already be out of date. We stay current on those changes, which is why our repair work holds up under DOB inspections instead of getting flagged.
A gas shutoff isn’t reversed by flipping a switch. Reauthorization requires a DOB inspector to retest and re-approve the system before service can resume. We track the current inspection requirements, meet the inspector, and confirm the system is safe and in compliance before your gas gets turned back on.
Gas piping condition directly affects boiler and heating system performance. An LL152 inspection that uncovers deterioration in the gas service line feeding your boiler is a heating system risk, not just a compliance issue. We assess the condition of gas connections to heating equipment as part of every inspection and flag anything that affects system performance. For boiler installation, maintenance, and repair, see our Boiler Services page.
Managing LL152 compliance across a portfolio doesn’t have to mean tracking each building separately. Provide a building list and we contact the superintendent at each property to arrange access. Scheduling, inspection, repairs, and DOB filing are managed from start to finish.

Flat-fee pricing:
The LL152 inspection is a flat $750, regardless of building size. The building is responsible for all DOB filing fees. Repair costs depend on what the inspection finds. Most buildings requiring corrections need minor work. A free quote is available once deficiencies are identified.
Only a Licensed Master Plumber with the appropriate US DOT credentials can legally conduct an LL152 inspection, make corrections, and file the certification. At BPNY, every inspection is conducted and filed by our licensed team. Building managers aren’t left coordinating between an inspector who found a problem and a separate contractor to fix it.
The quality of the company you hire matters when something turns up. During a review of an inspection report for a building in lower Manhattan, we found that a previous inspector had recommended spraying a severely corroded 3-inch gas service line with WD-40 and monitoring it. We checked that recommendation with the NYC DOB. It wasn’t consistent with gas piping rules. The pipe needed to be replaced. The proper repair came in at over $60,000.
Local Law 152 NYC applies to virtually all buildings with gas piping, with one exception: one and two-family homes classified under occupancy group R-3 are exempt. If your building has three or more units and a gas connection, compliance is required. Inspection cycles rotate by community district on a four-year schedule. Use the NYC Department of City Planning’s address lookup tool to confirm when your building is due.
When deficiencies are found, building owners have options. Minor corrections like scraping rust or adding pipe supports can typically be handled quickly. More complex repairs qualify for a 180-day correction window. Deficiencies themselves don’t generate automatic fines. Failing to file the inspection report before the deadline does.
BPNY charges a flat fee of $750, and the building’s owner is responsible for all DOB filing fees. Repair costs depend on what’s found. A free quote is available once deficiencies are identified.
The critical difference is consequence. A deficiency gives the building owner time to make corrections and file documentation. It doesn’t automatically generate a fine. A violation is immediate. Illegal gas connections can generate DOB fines, and failing to submit the inspection report before the deadline results in a $10,000 civil penalty regardless of what was found inside the building.
